Do most of the trucks run with a captain and a lieutenant on each shift? That doesn't really make sense to me.

All apparatus have a Captain, Lieutenant and 2 Firefighters assigned to them. When the Captain is off the Lieutenant steps up to Acting Captain and a Firefighter to Acting Lieutenant. Very rarely does a truck have four men unless it is S-33, L-22, E-2, L-24, and E-7.

If I remember my history correctly, the LT rank was created when they got rid of the rank of Engineer. For the units staffed with 4, the LT serves as DPO. yfd23, correct me if I'm wrong on that.

The title Lieutenant was created by F.C. Colon and the Union and replaced the title of Engineer. The pay and responsibilities remained the same. When four are working on a pump, the Lieutenant's responsibility is the truck, driving to a scene, and getting water and on a Ladder truck the added responsebility of knowing the stick. The Captain's responsibility is his piece of apparatus, the station, and his crew for that shift.
